The Digital Economy Bill has passed through the UK House of Lords, and will now move to the UK House of Commons for consideration.

The Bill, introduced by Lord Mandelson, contains a number of measures aimed at combating online copyright infringement, which include:

• obligations on ISPs to reduce copyright infringement;

• a three-strikes policy leading to possible suspension of persistently infringing users;

• powers for websites hosting substantially infringing content to be blocked.

The Bill has been at the centre of much domestic debate within the UK.
